HISTORY

At LINC, we are dedicated to empowering individuals with disabilities to live fulfilling, independent lives. We strive to provide comprehensive support and resources that enable individuals to overcome barriers, achieve their goals, and participate fully in their communities.

In the late 1980s, Illinois established the Illinois Advisory Council, comprising 20 individuals with disabilities, facilitated by the Office of Rehabilitative Services. Judy Schutzenhoffer represented severe disabilities on this council, while Rita Howells spearheaded the Independent Living Movement in the area, leading to the formation of the first Coalition of Citizens with Disabilities in Illinois (CCDI) Chapter. Town hall meetings engaged various stakeholders to address local needs. Advocates, including Len Cleary and Tom Kennedy, met with legislators, including Senator Ken Hall and Representative Yvetter Young, to secure funding. LINC, Inc. opened its doors in Belleville in November 1989, with support from ORS. Challenges included low public awareness of accessibility issues, while successes included advocacy for the Americans with Disabilities Act (ADA). LINC continues to promote accessibility, inclusion, and empowerment for individuals with disabilities, following the vision of its founding stakeholders.
